Fatherly role modelling in Muslim families is an important aspect of parental responsibility that concerns not only the relationship between parents and children but also the formation of family culture and behaviour. This study aims to analyse the responsibility and role modelling of fathers in developing Family Culture through the Collective EduBehavior Change (CEBC) approach and to formulate the process of behavioural change from the individual level toward collective behaviour within Muslim families. This study employs normative legal research using a conceptual approach and library research. The materials examined include the Qur'an, hadith, Islamic legal literature, family jurisprudence, as well as literature on education, parenting, corporate culture, and behaviour change. The analysis was conducted descriptively and analytically by connecting the principles of family responsibility and paternal role modelling with the stages of CEBC. The findings indicate that paternal role modelling can serve as an initial point for developing Family Culture through a process of consciousness, choice, commitment, action, reinforcement, group norm, environmental support, and habit, which subsequently develops into collective behavior change. Thus, Family Culture is not formed instantaneously but develops through an educational process and consistent role modelling in family life. The CEBC approach provides a conceptual framework for explaining how paternal responsibility and role modelling can contribute to the formation of positive habits, norms, and culture within Muslim families
